Open Question: How do I set up a small Democracy in a football council?

Myself and a few other retired or about-to-retire coaches put together a small intramural youth football league. We do league votes on rule passing and other criteria, but most votes were between all coaches, players, and staff. I want to set up a democracy-like system where players act almost as members of congress and can suggest rules and other legislation to be deposited in a hopper, where it is numbered and is later voted on by a council and is passed to the president.
